 IPEN welcomed adoption at the COPs meetings of new policies to protect global health and the environment while warning that exemptions to restrictions on harmful chemicals would put public health at risk globally.

At the conclusion of the BRS COPs, IPEN welcomed the decision by the COP to ban the large group of toxic industrial chemicals known as medium-chain chlorinated paraffins (MCCPs) but warned that the long list of exemptions allowed will perpetuate harm and result in large volumes of hazardous wastes to be produced for decades to come. During the COP deliberations, IPEN also welcomed decisions to globally ban another large chemical group long-chain perfluorocarboxylic acids (LC-PFCAs) and the toxic pesticide chlorpyrifos.

In reflecting on the troubling decisions at the Stockholm COP to allow exemptions to global bans on harmful chemicals and to reopen a previous ban, IPEN Co-Chair Pamela Miller stated, “We should not allow continued uses of the most dangerous chemicals known. Science must be the foundation of the Convention’s decisions, which must meet the intent to protect the health of women, children, workers, Indigenous peoples, and future generations.”

Summary and IPEN Materials

IPEN noted several developments at the 2025 COPs and provided resources for delegates. Some highlights included:

  • IPEN welcomed the Stockholm COP decision to add the toxic pesticide chlorpyrifos (a chemical linked to damage to children’s developing brains), a group of PFAS “forever chemicals” called long-chain perfluorocarboxylic acids (LC-PFCAs), and the toxic chemical group medium-chain chlorinated paraffins (MCCPs) to its list of hazardous chemicals slated for global elimination. 
  • IPEN also applauded a decision to add a large group of toxic plastic chemicals known as  to the Stockholm list of substances slated for global elimination.
  • However, IPEN expressed serious concern about a decision by the Stockholm COP, which for the first time in its history, reopened a previous decision, allowing new exemptions on its 2023 ban of a highly toxic substance, the plastic chemical UV-328. 
  • IPEN welcomed the Stockholm Convention adoption of new guidelines for cleaning up POP contaminated sites, which were co-drafted by IPEN Advisors over a 9-year period. The guidance will support millions of people by improving protections from the health hazards posed by thousands of POP contaminated sites around the globe.
