Global Action to Eliminate Lead Paint

IPEN works globally to demonstrate threats from lead paint and end practices that allow its ongoing production and use.

Since 2007, IPEN members have collected and analyzed more than 5,000 paints in 59 countries. Paints with high lead levels were found in most countries.

Ending Exports of Lead Paint Pigments

The main lead-containing ingredients in paints used today are lead chromates – yellow, orange, and red pigments used to make bright paint colors. In countries where lead paints are banned, lead chromates cannot be added to paint, but some of these countries continue to allow production and exports of lead chromates. An IPEN report in 2024 found that while the EU and other countries have banned the use of lead chromates, they allow ongoing production and export of this paint ingredient, putting children and families in recipient countries at risk.

The Rotterdam Convention requires countries that are Parties to the Convention to ensure that certain hazardous chemicals are only exported to a country that has given its explicit consent through a “Prior Informed Consent” (PIC) procedure. By listing lead chromates under the Convention’s PIC procedure, countries that ban lead paint will be better equipped to enforce their bans, and countries without lead paint restrictions will be incentivized to adopt a ban. IPEN advocates for countries to join the call to list lead chromates under the Convention to promote countries’ right-to-know when this toxic ingredient crosses their borders.

International Lead Poisoning Prevention Week

IPEN is a founding member of the Global Alliance to Eliminate Lead Paint, a collaboration led by the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Since 2013, the Alliance has held an annual International Lead Poisoning Prevention Week (ILPPW), and IPEN members have participated since its inception, often creating the majority of national and regional activities during the week of action.

Certifying Lead Safe Paint

Alternatives to lead paint are widely available, so manufacturers can switch to making lead-safe paint. Lead Safe Paint® certification is an independent project established by IPEN to work with paint makers who want to make safer paint.

IPEN was the first public interest group to produce technical guidelines to help manufacturers switch from lead-based ingredients.
