From Chemicals Management to a Global Framework

As the Strategic Approach to International Chemicals Management (SAICM) was nearing adoption of a Beyond 2020 plan, IPEN members from around the world participated in the deliberations at the SAICM International Conference on Chemicals Management (ICCM) sessions and at intersessional events.

The Fifth International Conference on Chemicals Management (ICCM5) met in Bonn, Germany in September 2023, to approve a new Beyond 2020 agreement on protecting health and the environment from harmful chemicals. In addition, a resumed meeting of the intersessional process (IP4) was held to finalize recommendations for ICCM5.

IPEN’s Quick Views provided delegates with background on the key issues at the negotiations.

IPEN also supported a decision to establish a Global Alliance on Highly Hazardous Pesticides. In 2024, IPEN and a broad coss-section of public interest groups had repeated their long call for the urgent establishment and implementation of the Alliance.

Just ahead of the meetings, IPEN released “Setting Boundaries to Protect Human Health and the Environment,” a review describing some of IPEN’s work on SAICM, with four case studies demonstrating successes and achievements that would not have been reached without IPEN’s involvement.

As SAICM work transitions to the Global Framework on Chemicals (GFC), IPEN remains a key leader in promoting collaborations for stronger chemical policies.
