Le  BRS (Bâle, Rotterdam et Stockholm)  trouve son origine dans la décision omnibus prise en 2013 (BC.Ex-2/1, RC.Ex-2/1 et SC.Ex-2/1), lorsque les conférences des parties aux trois conventions juridiquement autonomes ont accepté l’approche de gestion matricielle et l’organisation des secrétariats des conventions de Bâle et de Stockholm et du Programme des Nations Unies pour l’Environnement (ONU Environnement) – partie du Secrétariat de la Convention de Rotterdam.
